An observational study conducted using the TEACH Primary instrument in classrooms

At the end of 2023, the World Bank office in Sarajevo finalized the report “Teaching Practices in Five Cantons in Bosnia and Herzegovina: Results of an Observational Study Conducted Using the TEACH Primary Instrument in Classrooms,” in which the Ministry of Education, Science, Culture, and Sports of the Zenica-Doboj Canton and the Pedagogical Institute of the Zenica-Doboj Canton made significant contributions.

A prerequisite for the implementation of the observational study using the TEACH Primary instrument in classrooms was the successful completion of the lesson recording activity in primary schools in the Zenica-Doboj Canton in April 2022. The mentioned video recordings served as educational materials for training observers on the application of the TEACH Primary instrument in classrooms, which took place from May 2022 to August 2022. The classes were recorded in the following elementary schools: Primary School “Enver Čolaković” Breza; Primary School “Olovo” Olovo; Primary School “Vareš Majdan” Vareš; Primary School “Safvet-beg Bašagić” Visoko; Primary School “Mula Mustafa Bašeskija” Kakanj; Primary School “Skender Kulenović” Zenica; “The Firs Primary school” Zavidovići; Primary School “Maglaj” Maglaj; Primary School “21.mart” Doboj Jug, and PS “Kulin ban” Tešanj.

As part of the third phase of the functional review of the education sector, the report presents the results of a classroom observation study conducted using the TEACH tool, developed by the World Bank. The observations were conducted within the following cantons/counties: Una-Sana Canton, Tuzla Canton, Zenica-Doboj Canton, West Herzegovina Canton and Sarajevo Canton (see: link).

In the case of Zenica-Doboj Canton, a total of 85 observations of teaching hours were conducted in 17 primary schools in the Zenica-Doboj Canton: Primary School “Ahmed Muradbegović” Donji Kakanj, Kakanj; Primary School “Omer Mušić” Brežani, Kakanj; Primary School “15. april” Doboj, Kakanj; Primary School “Novi Šeher” Novi Šeher, Maglaj; Primary School “Hasan Kikić” Solun, Olovo; Primary School “Abdulvehab Ilhamija” Kalošević, Tešanj; Primary School “Huso Hodžić” Tešanj; Primary School “Gazi Ferhad-beg” Jablanica, Tešanj; Primary School “Vareš” Vareš; Primary School “Vareš Majdan” Vareš Majdan, Vareš; Primary School First Primary School Zavidovići; Primary School “Ćamil Sijarić” Nemila, Zenica; Primary School “Ahmed Muradbegović” Stranjani, Zenica; Primary School “Edhem Mulabdić” Zenica; Primary School “Musa Ćazim Ćatić” Zenica; Primary School “Hasan Kikić” Tetovo, Zenica and Primary School “Meša Selimović” Zenica. For the implementation of this activity, the consultancy company proMENTE Social Research from Sarajevo was engaged.

This TEACH program is an innovative program of support to the education sector in BiH and has resulted in the largest such study of classroom observations to date. The report provides detailed evidence of teaching practices in all grades of primary schools and a good basis for further support for the professional development of teachers. The report was prepared within the framework of the technical assistance “Support to Public Sector Governance Reforms in Bosnia and Herzegovina” with the financial support of the European Union.
